To be fair, I think Katakuri kinda got shafted by the writing. Like, who else was there in WCI??? There was Big Mom, who he was obviously considerably weaker than, and..... wellll..... no one really of note. I think Oda had to nerf Kat a little to have the events make sense.

And literally the same happened to Marco. BB as well as Luffy have the same plot armor until they fight at Laugh tale. BB had plot protection.

Mihawk is a human weapon for 2+ decades just like the Admirals. Most Admirals don't have CoC. He's not competing for territory in the New World.

Marco is stronger than Katakuri. So is King. The differences are small though.

Only Beckman, who has a VC position, and hype of being Shanks' moon, is definitely a cut above and a top tier, on the lower end though.
