Well, you should never judge a chapter based on a few spoiler sentences, but to me it really looks like Oda is trying everything to stall time so that he can end act three in four or five chapters and then make chapter 1000 a huge worldbuilding/lore chapter.

Compared to the start of the Onigashima raid the last 10 chapters have had an insanely slow pace.
