I think it's fairly clear that from Queen's perspective Sanji has priority as a target, so he likely thinks he is stronger because of his higher bounty.

Oda has highlighted the meritocracy system the Beast Pirates have and them going for "achievements" to gain favor from Kaido, so Queen probably things taking out the SH with the highest bounty will push him as the stand out Beast Pirate in this war.
