Welp it's simple, Lucci was logically the leader and strongest member of the CP9 and Luffy could beat even him.

Regardless he needed extreme diff to overcome him while Ashura utterly annihilated his opponent.

It could break through but Kaku is not overconfident like Lucci is to tank it head-on. G3 is too slow and Soru user would evade it easily.
