Jack's portrayal isn't even that bad like some keep saying, he was able to take on a bunch of Sulong Minks and even defeat some of them. He only lost because he had to take on both Sulong Inu and Neko at the same, and he was already badly injured by the time he was fighting them.
As for Queen we barely saw him in action other than him attacking Big Mom and shooting his Ice Oni bullets, the Tobi Roppo's having better devil fruits doesn't mean they are better or near the same level as an All Star. Sure right now nothing proves that the All Stars are way above the Tobi Roppo however at the same time nothing proves that the Tobi Roppo are anywhere near the All Stars, you also have to remember that Who's Who and Sasaki might have even fought one of the All Stars in the past for the title but ended up losing.
King's sword was shot out of his hand by Izo, he failed to kill Momo, and he has barely done that much other than giving orders. Him kicking Big Mom's ship and being able to fly doesn't make him special, also King didn't send Sanji flying he attacked Sanji and then sent himself and Sanji crashing into a tower but Page One on the other hand actually did send Sanji flying.

Oda went 22 years without having the Straw Hats kill a single person, and that's even using lethal attacks against fodder. Then just out of the blue, using a pin knife, and for no explanation at all, Zoro becomes a killer.
And the kicker here, is Zoro is being forced to commit seppuku for being framed for murders he didn't commit. So to clear his name for murder, he.... Kills the person accusing him of committing murders he never did in front of dozens of witness'. It's completely illogical.
