In the anime Queen can jump super high in the air(like hundreds of feet high). He's super mobile and agile, even as a big dinosaur. Oda didn't show it in the manga or explain it but that's how he can guard Luffy and marco/zoro from going into the sky

It would be disappointing if he could not transform into a dragon, but he can do that ... so it doesn’t change anything, being kaido a mystical fish that can transform into anything and use elementary skills based on the animal that changes only has to add, moreover, WSC has been confirmed as true, it is even better for him, he really gains more power than he already has, oda broke kaido.

I guess it depends on the element. Fire has little to no mass (given Sabo defied Fujitora's horizontal gravity when turning into fire) and can propel itself with bursts of fire. We also saw Smoker flying. And also Crocodile (in impel down). Enel can also travel as lightning. And Kizaru can fly too.

The ones that come to my mind are Aokiji's and Akainu's. Aokiji can turn into ice and freeze. Don't see how that makes him fly. And in Akainu's case, Magma is pretty heavy. It's molten rock basically.

One thing I can sum up from these 112 pages that many if not most western fans disappointed (or maybe just shocked) cause fish seems funny to them but if they tried to look at it from eastern perspective, that would be different. Me myself can't judge for now before seeing the actual panel.
