Exceptions prove the rule. Just like Blackbeard's logia doesn't grand him intangibility. A fundamentally different ability.

Being a mythical Zoan, it also grants him mystical abilities. There is no reason to question the why. It's a fictional character with powers based on mythology.

The problem here is

1. that you would have to say Kaido knows this somehow. Like how does Kaido know this very specific thing?

2. Kaido has to be able to move under water even though he's a devil fruit user
