See that is going to be one of the biggest issues in a game this size is inactives. Because they are really 50/50 because both towns and scums like to be inactive pretty much the same amount.

However I do encourage any town to step it up, you being active is what helps us win the game. You don't want to make town waste their time trying to deduce if you could be a scum in hiding.
