Enma revealed that you can upgrade it's tier if you turn it black, so based on that mihawk blade only became one of the 12 after it became black, originally it was one of the 21.

WB's weapon is the true supreme grade sword that is that level without turning it black to upgrade it. Similar zoro's 21 grade swords from kuina, nidai kitetsu, enma will become supreme grade once they become black.

so wb's weapon > mihawk's weapon.
