Isn't Shanks hard to come by? Anyways, I notice Kaido is the only Emperor who actively engages in 1-on-1 battles. You deal with commanders before you deal with Big Mom and Shanks. It's a theory, but I think his 1-on-1 status refers to those challengers—they're never top tiers—and his world's strongest creature status.

I have Akainu, Aokiji, Whitebeard, Blackbeard, Dragon, Mihawk and Shanks on top (no particular order) and below them, Big Mom and Kaido. I'm not sure where to put Kizaru, Fujitora, and Ryokugyu.
Ya know in retrospect, Whitebeard repeatedly repelling Ace in his sleep is one of the absolute best feats in the series. Whitebeard was a complete monster lol. Can’t see how the other Yonko can even compare to that.
