1000 chapters Sanji was a normal human being and Oda for some reason decided to make Sanji a modified super human/cyborg whatever the fuck he is now.
It's not my preference either, but I do think there are mitigating factors with it happening for Sanji, first and foremost that the genetic modifications awakening happened late in the game and with confirmation he was a normal human (more or less) for the first 1000 chapters, i.e. all his feats prior to it remain uncompromised. Sanji was beating Queen's ass relatively easily before the genetic modifications even came into play.
Secondly, the exoskeleton also came with a massive boost in speed and strength, to the point Sanji's abilities are basically like having a Devil Fruit without the drawbacks. Perhaps these changes are meant to compensate for a lack of CoC, or perhaps Sanji still unlocks it regardless (and I believe he should if only to be thematically consistent), but either way, it's cool Sanji has become a true speedster that also doesn't lack for strength and durability.
Lastly, Sanji's fire abilities appear to be uniquely his. Oda has commented on the fires being produced by Sanji's passion, i.e. his emotions, and I don't think it's a coincidence Queen that suggested Sanji's genetic modifications either weren't involved, or if they are, that they're the result of DNA mixing with Lunarians - imo the red herring in this equation - or something else. I lean towards the something else being Buccaneer DNA. It's also worth considering Buccaneer women might just look different or that Sora had Buccaneer ancestry herself - this would still fit my theory of Judge marrying her specifically for her stock (whether she was the child of a Celestial Dragon's concubine or not).
