Discounting Imu, I believe Roger, Rocks and Whitebeard were the Top 3 strongest of their time.

Just below were the current class of legends of that time (Garp, Rayleigh, Gaban, Big Mom, etc.), who were all still relative to them and extremely close to each other, victory being a matter of circumstance more than inherit superiority.

I think EoS Sanji vs EoS Koby is basically a pick 'em.

Why is Prime Garp Coby's ceiling while Prime Gaban is only Sanji's floor?

Because the SHP are set up to surpass the Roger Pirates by not just living up to their legacy and reaching raftel, but surpassing it by defeating Imu.

Coby doesn’t have that kinda narrative and Oda showcases that every arc by having him miles behind the monster trio each time he shows up.

now two scenarios :

- either we believe that the new gen will only surpass the old gen by a little bit. Or we believe that they will surpass them by a good margin.

‘If it’s only a little then I have Prime Coby > Prime Sanji like I have Prime Garp > Ray or Gaban

If it’s a good margin then it’s more complicated to know who will have the biggest growth between both.
Sanji will maybe reach a sub level above Gaban, maybe fighting Sora or some shit (like Zoro is not only surpassing Mihawk but Ryuma too and Luffy not only Roger but Joyboy too)

Coby doesn’t have a second goal unlike maybe Sanji. But he has to be strong enough to be a real challenge and real fight for EOS Luffy (because Coby will likely fight him, maybe arrest him and they will have a, catch And chase relationship.

In the second scenario it’s difficult to know and guess Sanji vs Coby but it should be fucking close.

So for now the safest bet is Coby being stronger than EOS Wings or definitely in their ballpark power level wise

Coby and Garp have different dynamics to Luffy. He’s never going to be chasing Luffy throughout the sea trying to capture him. He’ll be chasing Luffys shadow till EOS. That’s what Coby’s role is and always will be
