I don’t think Roger is above Xebec because I value more the PK title than what Xebec tried to accomplish

I value more the PK title because it’s a shonen, and in this shonen the MC wants to be the PK, the same MC wants to find the one piece (the title of the show), Roger is the first one ever who found it. And the whole manga started chapter 1 with Roger saying « if you want my treasure take it, THE ONE PIECE EXISTS ! »

Nothing topples that. Roger > anyone except past legends
