Re-reading Fishman Island and Punk Hazard, with the triple log pose, and then remembering what happened after, I have the impression that Oda may have wanted for the Straw hats to explore the New World a bit more before changing his mind and deciding to have a huge storyline with the Straw Hats allying with Law and go after a Yonko right away in Kaido, before adding BM to the mix as well.
I do wish that there had been at least one Fishman or Merfolk that joined the Marines in the story.
