To be fair a lot of battles have Oda giving Luffy new skills to beat the enemy with. That's not to say the author cares about power levels, but Luffy always has to win to move on. So it doesn't matter how strong his opponent is Oda will always give Luffy the keys to succeed. Be it gear 2/3/4...

Personally I think pursing the warlords is a mistake. It's fine to remove their status, but I would have just left them as wanted criminals. To have the WG go after these guys when there are other problems to attend to feels odd. Unless there is a reason for it that we don't know about yet.

I definitely prefer Sabo to Ace. I didn't even notice Ace much until Marineford, only to get angry when the guy basically got himself done in over his family lineage. Sabo is a better character, and I like that he's a revolutionary.

Perhaps Shanks just doesn't want a massive war to break out before one piece is found. Maybe a big war would be a detriment to the discovery of it in Shanks' view. The other possibility is that one piece itself will cause a major conflict, and Shanks doesn't want the situation to get bad before...
