Roger is the most important pirate story-wise. The premise of the story revolves around his accomplishments which include Luffy wanting to emulate them. Luffy has a good chance to become the greatest at the end of the story, but the end hasn't come yet.

Yeah they are a bit ridiculous. Yonkos and Roger should obviously have the highest bounties, but even then I think it should be a couple of billion berries at most. I guess Oda uses bounties as a hype tool, but if every tough guy has a super high amount then it stops being effective.
