On a serious note, I can indeed see Law seeing Bepo as being the most reliable and being most ready to shoulder the captain’s burden the most. Not sure how much that changes for Law‘s view since Sulong can only come around once a month though.

Well, when Zoro confronted Kuma at Thriller Bark, he showed that he was willing to take on the captain's burden including pain the most, which vice captains usually do. Sanji approached Kuma right after Zoro did, so I'd suppose that would give a little more weight behind the idea of Sanji...
