It looks like the last chapter has given an answer to this thread. 
It is mostly likely Garland Figarland himself who will be Shanks' major fight in the whole series.
One where he will display all his abilities and win against one who most likely is his father.

Literally no. Shanks is fighting someone established and powerful not some old geezer added in on a whim to fill the ranks for a believable political structure. The fact that people are making battle threads with the new fodder is hilarious

Nobody was actually able to answer the question where Shanks would show a full display of abilities and get a fight that aint off-screened.
This guy literally showed up as a perfect answer. And he is far from a nobody. He literally might be Shanks' father.
