Of course kaidou could easily avoid it or meet it with his own nuke breath, but like, that smoke takes out anyone, vergo and sanji both had to avoid it. Vergo went after law because he was a priority, but both had to avoid, and vergo didn't go after sanji cuz law was his priority.

Vergo by Caesar’s own estimation had CoA heavily above fucking Luffy
We don't know if Vergo use Buso or not, fact is that Vergo was never able to push Sanji away and even though nerfed Sanji was worried he could still put up his fight. @Jo_Ndule is right it wasn't really a impressiv feat of Vergo who couldn't push injuried/nerfed Sanji away. Later on Vergo even hit Tashigi with CoA and didn't do any shit, Smoker take CoA attack plus his main weapon and still was fine later after the attack, it is worse when you couldn't even push/hurt a injuried Sanji. He get a lucky shot with cracking Nerfed Sanji,something with could happen 1 time from 10 battles.
Pageone was more impressiv then Vergo. Smoker didn't even see him as big threat, he know Law would fuck his ass up.

Vergo used buso to block her sword attack (cuz of course, it's a sword), then grabbed her by the head with his other hand, and wtih buso still on his right hand, essentially bitch slapped her with his fist from up close.
Anyway you people are weird, did you want Vergo using only kicks and no buso or rokushiki to instantly one hit Sanji? Vergo is much stronger than Sanji, but Doflamingo didn't even do that. Sanji put up around as much resistance as he would against someone like Luffy or someone like that. The first kick cracked his leg to pieces, then sanji dodged the next attack, then they clashed like twice, then sanji and him got split up, saji saying he'd be fucked if the fight continued. Also sanji wasn't weakened homie, nor would it have created his leg to crack like that, usopp took that same blunt damage, it's like the equivalent of like 1 utli or page one attack of damage, sanji was fine really.
Vergo shat on sanji, even sanji admitted as such, and vergo still had busoshoku, full body martial arts beyond leg stuff, rokushiki, and his bamboo stick to use, along with full body busoshoku. Literally vergo's legs are stronger than sanjis legs, and that's literally what sanji is minmaxed on, like how zoro is minmaxed towards upper body strength.
