Riboku simply due to the amount of writing Hara has invested in him compared to anybody else in the series. That writing has always been on point with what he wants Riboku to be.
I’m not sure about best, but I'm inclined to agree with @TeachMarshall on Ryo Fui being a very interesting character. He was an excellent foil to Ei Sei and a worthy adversary.
I’m quite fond of him, Sei Kyou and the Queen Mother because they added an intriguing and now much missed layer of political dynamism and intrigue to the story that kept both Sei and the audience on their toes.
