General & Others Bounties and Power Level

Bounty does indicate powerlevel....you don't give someone over 1 billion just cause he is a threat to government...however, make no mistake strength is one of the factors but also a major factor that represent bounty....bounty consists of other factors too like threat level/affiliations/threat to public etc.... but main factor is strength...

Bounties are useful for hyping up new characters, nothing else. We've known from day 1 that bounties are basically meaningless.

O: Yes yes, that totally happens. After the Dressrosa incident, all the people involved with the Straw Hat Crew got a flat 50 million increase. The crew members’ bounties often increase with their captain. This is because it is actually fairly difficult to appraise the strength of each individual person and assign a money value to them.

Bounties are related to power level but your threat level also matters and two close bounties are inter changeable in terms of power level and there are special circumstances like robin who is direct threat to WG........and SN's bounty shouldn't be compared to veteran bounties for eg from BM's crew as SN's are still growing for most part and will have bounty increase moving forward
Bounties do represent strength but you have to understand how they work because not everything is black and white. Separate the characters who are making a name for themselves from the characters who have established their names because the first ones' bounties change while the latter ones' bounties dont change. Dont compare bounty of rookies like SHs or SNs to Yonko commanders.
Separate the leaders of pirates crews/organizations from members since leaders have an extra amount added for commanding a certain number of troops which members dont have. Characters like Robin have an additional amount added due to forbidden knowledge, Dragon has an extra amount added due to his direct opposition to Celestial Dragons.
Note that bounties of the characters who are making a name for themselves isnt updated to represent a proper amount but they are AT LEAST as strong as the amount they are worth says... People like Shichibukai have them frozen...
Usopp, Franky, Robin and Brook are characters who are making a name for themselves and their bounties dont represent how much they are actually worth, post Wano bounties will give a better picture. If Usopp's lies become true he might indeed be worth more.
Kaido is stronger than Shanks, Big Mom could be, why not... Bounty implies so but her troops are much bigger than Shanks' so that might be what makes it higher. Perospero is an established name while Sabo is making a name for himself. Kidd and Zoro are making a name for themselves and Kidd is also a captain and has recklessness factored into his bounty as well. Already mentioned Warlords to have frozen bounties which means nothing...
Goldenweek being higher than Galdino is weird but if we consider that her fruit is much more hax than Galdino's, maybe it is not that much of a surprise considering that after all, as Kuzan said, bounties do represent combat abilities and hers are more troublesome but on the other hand, Galdino is likely not established character whose bounty will change... It is best to compare bounties between established characters like NW veterans and commanders of the Yonko crews since those are usually very accurate or very close to it.

Also, how many people saying "Lol imagine Pekoms [Fighter, Big Mom Pirates] and Tamago ] Knight ranked fighter higher than Rook ranked Bege] being stronger than Oven" will also go in another thread and type "But Zoro has the role of fighter so he is stronkest and will kill Kaido, But Mom, Akainu, Shanks and Roger at the same time"

Goverment put bounties on people depending on how threatening they(goverment) THINK the criminals are. Threat meaning personal strength, influence and past crimes. Most times its pretty clear who the worst individuals are but not always. For example it was easy for the goverment to give Newgate the highest bounty since is very clear that he was the most powerful pirate for a very long time.
Fans should understand that bounties are not power levels given by oda to characters, but just a mere estimation on goverment's part.
There are exceptions of course. Usopp having a 200 million bounty and franky only 94 mil or Sabo having only 602 or even katakuri who should have at least 1.2.
To conclude, yes bounties say a lot about someone's personal strength but sometimes things arent what they seem to be.
