Yes. That's the perfect fight for Chopper.
-Queen is a powerful Zoan user.
-Queen is a villain that threaten both Chopper's aspects as pirate and doctor.
-Queen is a Top Member in one of the most powerful pirate crews in world. Chopper defeat him in a extreme difficulty fight will bring plenty of great things for his character: Give Chopper his first fight in the same proportions of Luffy vs Doflamingo,lead Chopper's greatness and popularity as character to the One Piece's current standarts,prove definitively as wrong all the ill thoughts the fandom have about Chopper,and establish Chopper as one of the best members of Straw Hat Crew and far superior to both Sanji and Jinbe.

If Chopper has Haki and he will not allow Queen to take advantage of the surrounding he might stall him.
With all jokes aside. If Chopper beats Queen this manga is a ridiculous joke.
Chopper would need hardening with Ryuo + more mobility in his Monster form to beat Queen.
Stalling should not be a problem but he is not beating him. Even tho I think Queen is a clown he shouldn't lose this.
In the end it all depends on what our beloved mangaka decides......... Yikes.
