When we saw that it took Garp and Sengoku to defeat Shiki, that powerscaling was clear that Emperor are stronger than Marines.

So it aint a surprise that Akainu can be stronger than Garp, yet lets not be fools and think Akainu can low diff Garp when not even Aokiji was able. Prime Garp still should be able to have an extreme diff battle against Akainu.
