Sanji is obviously way stronger with the RS.
Sanji does not fight Kaido because that's not his story line, it's not related to his character from a story stand point. Raizo, Kinemon and Kiku do even if they are weaker.
Kaido's going to face a bunch of the Supernova, and with only a few exceptions Sanji is going to still be stronger than most of Kaido's opponents, while focusing on defeating a Top YC instead

I'm pretty confident Oda would not let Sanji stay away from the fight against Kaido had he had the potential to cause him some troubles.
It would be straight up illogical given how much of a miracle it is required to put him down right now. We only have a few fighters capable to give him troubles, and plot armor should also come into place to render it feasible.

Same level does not mean perfect equals. It just means Sanji can give Zoro a tough fight.

Big Mom is also around. If Sanji continues to do something after he defeats Queen ,it will likely be something that keeps her out of the Kaido fight.
There are very few characters that can defeat the top YC as well. Most of the characters who get to fight Kaido, can't really defeat King or Queen in a 1 vs 1.

In terms of CoO, Luffy is far superior. Zoro has no strength feats on the level of King Kon Gun (No, that Pica slash was nowhere near KKG). Both have advanced armament haki so we can't say one is superior to the other in that aspect. Zoro's speed has never been specified to be above Luffy's in any way whereas Luffy has a Gear 4 form that specializes in speed. Luffy absolutely outclasses or at least equals to Zoro in every way. Tbh, future sight alone is a pretty big advantage.
