I am talking about before Luffy training in the jail. These people argued up and down that Luffy had superior CoA because he fought strong people

Whether he has it or not, we will probably never know since he has no use for it.
If we didnt see Rayleigh destroy cuffs, we wouldnt have known he has it either.
In his fight against Kizaru, he literally had no use for it.
It is an excuse technique for those who cant penetrate the exterior.
Swordsmen dont have such issues.

It's next level hardening, which is what Katakuri can use. What he can't use is internal destruction Haki. But he can still use next level haki, just not the same type Luffy can.
