Let's talk for a second about Doflamingo's potential bounty should he ever escape from impel down and I believe a good baseline for his bounty would be crocodiles who currently has a bounty of 1.965 billion beli a major increase from the 81 Million it was upon his first introduction

But the reason I'm using Croco has the base is because Doffy succeeded where crocodile failed and that is the taking over of a kingdom by painting himself as the hero

Crocodile was also one of the ones to escape from impel down

Should doffy do the same then his bounty would easily surpass crocodiles especially when his bounty while a warlord sat at 340 mill

So let's go through his rap sheet

Doflamingo is wanted for

1. Over taking the kingdom of dressrosa
2. Being apart of a drug trade with kaido and ceaser Clown
3. Knows information that he used to blackmail his way into becoming a warlord (I'm assuming it's imu's existence or the meaning behind the giant strawhat)
4. A Former Warlord and a Celestial Dragon
5. Breaking out of impel down
6. Murdering his own father and brother
7. Having his subordiant turn people into toys and using them as slave labor

All of this can easily fetch him a bounty upwards toward 3 billion

Yeah, given Crocodile's bounty, Doflamingo can easily have a 2billion+ bounty.
Especially the WG want him dead (remember when Doflamingo said that the WG will send assassins to kill him).

Luffy and Law got 500 million each after beating Doffy, meaning Doffy's bounty likely was 1 billion in Oda's mind, if not for the bounty freeze

But that is before the later shichibukai wank from Oda post Wano. Doflamingo always had better portrayal than Crocodile

So........
Doffy'd bounty floor is 1 billion, and expected bounty in case of prison break IMO is 2 billion

Doflamingo explained it well.
They tried to kill him several times but always failed (Sugar's powers playing a huge role by turning his assassins into puppets).
And then, he blackmailed them with the secret of Marigeoise to have some sort of immunity by getting again his Celestial Dragon's privileges and becoming Shichibukai.
In short, Doflamningo was well organised and prepared to always avoid assassinations.

Doffy didn’t succeed where Croc failed, Croc didn’t want alabasta in fact he was literally blowing up the country and leaving once he finds Plutons location

Doffys bounty currently is portrayed to be 1 Billion give or take. That’s why when Luffy and Law beat him they got 500 million each.

If Doffy breaks out of impel down to become a subordinate of cross guild he may end up with around 1.3, but unless he actually gets stronger or defeats someone that’s all he’s worth.
