It's Poseidon Nero. He faked his death. He will be again the emperor like Sidious from Star Wars. 
The true enemy controlled Ziggy and Elsie… Hermit wasn’t there during their conversation about the ship (she said it in the new chapter) but Sister had the recordings (because she healed Elsie I guess). Their conversation was weird because Ziggy's argument against Elsie was whacky. Here’s the dialogue between them

Yeah that’s the point, his true form is badass
Ziggy is deeply connected with the true enemy? So who could it be? From the characters we know, there are Shiki and future Rebecca. So maybe one of them? Or it's someone we don't know that he has such a deep connection with that person? If that's the case, it could only be 3 people.
1. Nox: She is the only one of the mothers who wasn't killed by Ziggy. She has a time ability, maybe thats the reason why she looks so young. She could be the one who controlls the chronophages and wants her daughters power for her plans. She could brainwash Ziggy after he met the chronophage in his flashback. She is the leader of a church group and Sister is a nun, so maybe she is her servant and therefore Hiro doesn't show her flashback as a human?
2. Noah: He has the god eye, with that he can see the location of everyone. He has knowledge about many things. He was only showed a few times, and he was seen in another future together with Shiki. In that future where Rebecca lost her legs, and he and Shiki were the only ones besides Rebecca who were still alive after the big battle. So far he is connected with them in this timeline, in the future timeline and he was connected with them in the Universe 1 timeline, in that Shiki was killed by Drakkens hand. So who knows, maybe he is connected to Ziggy too?
3. Old Weisz: Where is that guy? He could repair Pino, he is a genius even Müller respected him and wanted his knowledge or rather his power? He has a really powerful ether gear so maybe he was the one who brainwashed Ziggy with his Ether Gear? He has a good relationship with Rebecca and maybe he knows about her power? And since the Norma arc Hiro never showed him again, why? Well he could be the true villain, but I don't know what his reasons behind all that could be? Why would he do it?

I think he meant that he’s literally connected to the true enemy and can easily be controlled by him/her.

I don’t think that Nox is the true enemy. It doesn’t make sense to me. Ziggy said that it was a struggle to get her, so they fought. The true enemy needs her power though
Eraser has a connection to her…
Noah gave me always Zeref vibes. I always said that but he’s not on Lendard. Maybe he has his own bad intentions or is an ally of the true enemy

Ziggy had defeat Nox, but who knows, maybe thats her plan or she needs time to awake or something like that. And like you said Eraser has a connection to her and called her the scariest member of the OSG. I don't think he said that without a good reason. But we will see. I think Nox and Noah are the most sus.
I think Sister and Clown are servants of the true enemy, but I can't see them be the true villains per se.
And btw, maybe I forgot it, but is there a "real" Ziggy? If the Ziggy we know comes from 20 000 years in the future from universe 3173 where he was sent because of the 20 000 bombs in the Aoi war, then who was the Ziggy wo raised him? I mean, Ziggys story was the same like Shikis, until the end of the Aoi war, where Ziggy decided to stay and stop the bombs, with that outcome he was sent to the future and was made to "Ziggy". He and the other robots built the ship with which he returned to the past and because of the chronophage he lost his memories and raised the Shiki we know (the mc). But Ziggy= Shiki. So who was the "Ziggy" who raised Ziggy/Shiki from universe 3173? I thought that the good Ziggy who build the Granbell park and the shining stars plus Pino and the one who raised Shiki was the good Shiki from the future, and the evil Ziggy is the one who is conntrolled by the true enemy by using Ziggys body. But who was the one that activated the bombs in Ziggys timeline (3173)? And the Ziggy who raised Shiki from 3173 who turned to "Ziggy".
I am confused because shouldn't there exist an (evil) Ziggy in the timeline where the Shiki/Ziggy originates. So who was the one that raised him and who was it that activated the bombs? Was it really Nero or Shura who activated them?
Was the true enemy the one who activated the bombs because the person knows that Shiki and Rebecca would try to stop the bombs? So that Shiki turns to Ziggy?
I am confused.

Sister and Clown are the servants of the true enemy. My guess is that Mosco is the true enemy and Sister and Clown are his servants.
I would also be fine with Nox
Hermit said that Ziggy's story doesn’t make sense and is flawed. Ziggy also mentioned that he couldn’t remember that he was Shiki until he woke up again and someone told him that. It’s a fabricated story created by the true enemy. Maybe the true enemy's aim was Shiki all along. Dark Ether was always a theme (Elsie sensed it before Ziggy woke up) and now Shiki's fallen into the "dark gravity".
Remember that Shiki's and Rebecca's abilities caused the time jump? This time we’ll get a dark version of it??? I don’t know what this could mean but the enemy is after Etherion (dead Rebecca's power) and Shiki has been pushed into the dark gravity.
Maybe the awakening of Shiki's dark power is the start signal for the true enemy. Clown will act now and steal Etherion. Now are all preparations complete
