We're talking about two crews that are meant to mirror and clash with each other. It's easy to expect matchups like Van Augur vs Usopp, Zoro vs Shiryu, Chopper vs Doc Q, and Jinbe vs Burgess.
So I don't see why Nami vs Lafitte wouldn't make sense too.

The chief of staff title fits Lafitte because he's the navigator, not necessarily because he's strong.

Avalo Pizarro gives off some Shiki vibes, and he feels like the typical kind of opponent Sanji would get.
He was also a former king from the North Blue, so you can easily tie that to the Germa stuff and Sanji’s past.

Facing someone like him could also help Sanji come to terms with the idea of being a conqueror. Kind king vs “the corrupted king”

The Straw Hats also mirror the Roger Pirates. And Sanji is matched with the navigator. A characters ship role doesn’t account for a characters portrayal.

What about Shiryu makes you think he’s getting any of that?

It would make much more sense for Teach to simply recruit more top tiers like he did with Kuzan.
If Teach absorbs Imu, I don’t see why he wouldn’t grant similar powers to his allies like Imu did with the Gorosei.
Also, Teach’s crew is already perfect as it is. His commanders are all people erased from history who follow him because they know he’s the new Xebec.
Remember when Saturn asked Devon why someone like her would follow another pirate?

That shows the gap between the two crews isn’t that big, and it could easily be closed if Teach manages to do what his father failed at (taking Imu’s place).

Imu is the shadow of the past, a relic of 800 years ago. Teach is the real threat of the present. Even Shanks fears him more than anyone else.

Having Luffy defeat someone like Imu at the end, whom he’s not even aware of for most of the story, just by following the path of destiny, would honestly feel underwhelming.

Why did Oda go out of his way to introduce Xebec? Why give Teach such a deep and mysterious background, tied directly to that legacy, if not to have him surpass it?

Roger and Xebec both failed to reach their goals. Luffy and Teach are their successors, and the story is building toward them finishing what the previous generation couldn’t.

Teach is Oda’s most carefully crafted antagonist. It would make zero sense to waste all of that setup just to have him go down before the finale.
