How’re they pirates ?
1) The system of Shichibukai is explicitly described as a group of pirates whose piracy is sanctioned. They are still performing as pirates, but they receive protection by giving part of their benefits to the government.

2) Active Shichibukai such as Crocodile and Law have been introduced as pirates in their official boxes.

3) Active Shichibukai such as Hancock are addressed as pirates in their epithets.

4) Active Shichibukai such as Crocodile have referred to themselves as pirates.

5) Tons of characters refer to them as pirates.

Of course a warlord is a pirate. The concept of "privateer" doesn't even exclude the concept of "pirate" to begin with as many real world privateers were still considered pirates by countries who didn't agree with other governments's policies.

Makes 0 sense - it fully states Mihawk is waiting for someone stronger than Shanks.

Not for someone stronger than shanks in swordsmanship or sword skill just overall stronger.

Zoro's final goal is Mihawk but Ryuma is also his inspirational model. All we know for now is that he will surpass Mihawk but we don't know to which degree he will surpass him.

I expect that Mihawk is still stronger than Kaido, I don't buy the translations yet until I will be seeing his true power.

Regardless Zoro is going to defeat Kaido, that much is very likely for all the portrayal that went around Zoro and Wano.

Warlords aren’t pirates, they’re more like privateers for the government.

secondly if you’re bringing up the ace novel but also ignoring the vivre cards which state Mihawk > Shanks.

You have to be joking right. Commander and veteran level fighters were giving Kaido PTSD. He was even hoping they would kill him and would have been satisfied with that.

Kaido only seen to be the strongest or near that level because he supposed to have a body that can't be hurt which he now know is BS. If commander and veteran level fighters can hurt him then admiral and Yonko level fighters should be able to do the same. The fact he has only be seriously injured by Oden means Oden is the only high level fighter Kaido fought or it is just BS writing.

When Kaido is killed this by Zoro he will lose that pstrongest title quick because a lot of fans don't want Zoro to be that strong.

Think about this. Right now, in the story, they are facing Kaido and Big Mom. Not later when the Straw hats and others will be stronger.

A government dog can be a pirate too. The very reason why they are addressed as dogs instead of employees is because they are pirates who don't respect the ideals followed by the rest of pirates and try to chase them, therefore "traitors" within piracy.

The moment Mihawk is a member of the Shichibukai, the moment he's a pirate. The group has been addressed as a bunch of pirates at least three times that I recall in which Mihawk was explicitly mentioned or shown. He certainly is considered as such.
Has he ever been called a pirate outside the bubble of warlords ?

He doesnt even have a jolly roger the standard of being a pirate.

The definition of being a pirate is looting others which he doesnt do.

Nothing of what mihawk does is "being a pirate"
