Frieza's first form can easily bust a planet. Thing is however, those are his Ki blasts. He can't just bust a planet wit ha punch. Garou arguably could. While Garou is able to use Gamma Ray Bursts, portals, etc and survive multiple of Saitama's serious punches (that is, until Saitama started to rapidly grow).
