Haki doesn't increase his raw power.
I never said AdCOC increases his raw power, it increases his attack power in general.
All Scabbards managed to cut through Kaido's dragon scales too, Law bypassed it, Killer, Zoro (funnily enough, he only scarred Kaido with Asura + COC), Kidd hurt him too. Yet what most lacked - including Luffy - was simply... more power.
It's not about strength, but about being able to penetrate deep enough into his body.
AdCOA already penetrates deep enough into Kaido's body. Again, Luffy had to gain a PU because punches are not that effective on Kaido, he had no issues using AdCOA on his dragon scales.
It's simply the case that AdCOC attacks have more power than COA ones.
We can be certain that there will he a G4 form which will perfectly harmonize with Luffy's new Haki PU. Tank Man and Bound Man were perfectly combined with hardening, Snake Man was even better with FS now - whatever his new G4 mode will be - a new G4 mode will perfectly use this AdCOC boost to create stronger attacks than all other G4 forms.

I do think both are hints.
Unlike you, I rather think his King moves will be the new prefix for his new G4 form. You could also see how Luffy's KKG was the same in size - unlike the DR version - but he rather sent out a huge shockwave towards the object. Just wait, if Oda draws such a new mode, it sure will make sense why it will pack so much more attack power than his other gears.
