Is the family register thing basically getting everyone to sign up as a soldier?
It sounds like it'd make conscription a lot easier if a nation knows exactly how many people they have, what age they are and where they are. Can't quite squeeze out all the human resources you have if you don't know where it all is.
 
You guys are looking too much into it.

Poor Shouheikun is in a bad mood after the recent fuck ups and needs some words of praise so that he doesn't off himself. Realistically at this point it's hard to believe he has anything on Riboku.

Qin has already lost well over a hundred thousand lives in the past 3 years, and now Ei Sei and Shouheikun are about to put in place reforms that will allow them to shed even more Qin blood.

Just imagine what the civilians will think of something like this. Sei has already killed so many of them, and even after back to back defeats, he is now going to attempt to pull even more of them into war.

I definitely think Hara will write it as a bad thing that began with pure intentions.

Hara has said that he is nervous to how people will react to Ei Sei becoming evil, which tells me that Hara will slowly transition Ei Sei into villainous territory rather than just having one single event making him a tyrant.

Ei Sei already completely overlooked Kanki’s slaughter of 100,000 Zhao men. How do you think this looks to the rest of China? We as the reader understand why Ei Sei had to forgive Kanki, but that is little consolation to the families of the slaughtered men and the men themselves.

Now Ei Sei is going to further conscript his own people even with figures like Riboku, Shouheikun, and Rishi no longer believing unification is possible. We as the reader understand why he’s doing this, but what consolation will that be to the people who are expected to bleed and die for a state that has come no closer to unification?

This is how Ei Sei becomes a tyrant imo. Slow decisions that have some understandable or even good hearted explanations that over time will have very negative consequences and will snowball into Sei being viewed as a tyrant.

Couple this with Sei’s madness which will begin to escalate once again in the next few years, and Hara is slowly walking his readership to an evil Ei Sei so as to not lose them from shock lol.

I remember during Bayou campaign, Qin struggled to raise enough men to counter Zhao when they were attacking Wei with 200000. Now Qin is easily raising 200k, 300k in back to back campaigns. It’s crazy lol.

SHK being ahead of RBK is not true looool. Maybe Sei is just encouraging SHK out of depression. Riboku achieved 60-70% victories in Gian and Hango from pure planning. He was extremely successful in luring Qin into his trap and withholding information about his schemes. It’s the job of SHK to predict these and counter those plans. Ousen and Kanki were at a huge disadvantage due to his inability tbh. He has already failed during coalition army invasion as well. Quite a lot of crippling failures tbh.

These new reforms to enhance Qin’s military is interesting. Let’s see what those are
