the 6th cant be any of the trio cuz they recently promoted to general also we didn't see even a an arc with them as generals

Too soon imo. Hara decided to make Ouhon, Shin & Mouten generals at the same time for a reason. These three will be part of the next six generation along with Kyoukai.
