No general that we have seen has been his perfect peer. None from the previous gen of Qin Six/Zhao Three would defeat him, no Gakuki either. There's a different discussion to be made about the current/new gen (going forward) but it's clear that Riboku still is the strongest atm. You could even put him in his own tier all alone for everything he has been portrayed to be and has done.
