Homeless people in california are provided shelters irrc, that still doesn't decrease its numbers.

The truth is most homeless people are addicts with/or struggle with mental health problems. Housing is ridiculous right now, specially in cities. But that is not the main driver for the homeless population
Because California's programs are trash. Homeless shelters have a minimum capacity and does nothing to help improve their lives. It's given for special circumstances and goes away after those circumstances end. California also has insane prices AND high state tax, making all the wealthy people jump ship to states like Texas.

It's still crazy. Here, even in hospital they have the opioids locked in a designated narcotics locker, only the head nurse has the key and you need communication and prescription from a special doctor to receive any opioids or morphines. They don't hand them out easily. I've been there and it wasn't easy to get a high enough dose

That is my point bro, these people need more than a shelter. The homeless need better healthcare. Again, most homeless people are likely not any random joe down on their luck.
