At the end of the day race is a social construct and different societies pick and choose what to consider "race". In America Ethnicity and Skin color play a role. In other countries it might be something such as tribes or religion.

Too many people focus on the race stuff, like when ever a white person is a victim to a black person they're like "They don't care unless it's a black person cause muh blacks are oppressed", nobody will even pay attention to the actual crime and try to bring justice to the victim, it's all about politics, sheesh.

Because they're not American. American propaganda portrayed Asians as clumsy and stupid, so white people from Asia are viewed as mentally inferior. Calling them fair skinned is a way to push American nationalism and xenophobia. Took off big time during WW2 and was cemented with 50s and 60s cinema.
