Again if you don’t mean it to be targeted I’ll concede. The graph has bisexual as the biggest victim and they’re the most “straight passing” which could mean a lot of the crimes might not be hate crimes
Yes, it shouldn't be as simple as to say that this high rate exclusively refers to
targeted violence, though one might want to investigate, what systemic problems those marginalized groups face that lead to those higher rates. But being targeted I assume plays a significant part, as it can't be mere coincidence that people who are identified as LGBTQ/Queer face a lot more of these hate crimes.
