Well, it really depends on a lot of factors.
How large is the gap between poor and rich?
What's about health care?
Are there good agencies who deal with unemployments?
Minimum wage?
How are people living with rather low paying jobs? Can they affort to pay their bills without worrying about their whole existence?
Equal wages for people in same positions?
It really depends on the state.

What I'm sure of, taxing more successful people to nearly give 90% of their income is not a good solution at all.
