The M4 carbine is shorter and lighter than the M16, which is made it better for maneuvering. They also use the 5.56 rounds. It replaced the M16 for military basic training for a reason.

It's irrelevant as in "why use the M16 when you can use the M4?" Obviously it still has its uses.

Most combat is Urban nowadays,so lots of cqb. I get it. But designated marksmen could put the extra barrel level of a m16 to good use. Long barreled ars are not obsolete,they are just situational.
