If both dark wizard are in Prime then Grindewald have Elder Wand at its Full Power. Voldy never had Elder Wand at its Full Power.
I don't remember it being said Voldemort was the most powerful dark wizard. I'm too lazy to look it up in the books. But I do remember it was said that he was the greatest dark wizard. The most dangerous one.
To me Greatest dark wizard=/=Most powerful dark wizard. Voldemort is the greatest dark wizard because he had to do as many or more crimes than Grindewald and in addition he created the Horcruxes (ultimate dark magic). He also has an ideology as twisted than Grindewald one. He is more gifted in arts around dark magic but in duels, skillest, use of other magic (which can also be used in duels) he may very well be less good than Grindewald.

1945 Dumbledore (Prime Dumbledore ?) extrem diffed Grindewald with Elder Wand (but maybe Dumbledore also had his bird in this fight ? Let speculate it's pure 1 vs 1).
Roughly and pure speculation (just how I see it):
If old age has caused Dumbledore to regress in power (skills?) but at the same time he has the Elder Wand (which boosts your level but does not make you invincible. Since Grindewald lost), then let's say that the Dumbledore from the Order of the Phoenix book is still around the level of 1945 Dumbledore (Prime?).
With Fumsek as well, to support him he mid diffed Voldemort. Without Fumsek, he should still win but probably closer to high diff.
So if Old Dumbledore+Elder Wand=1945 Dumbledore (roughly). Then 1945 Dumbedore high diff Voldemort. He extrem diffed Grindewald.
Meaning Prime Grindewald can extrem diff Voldemort. Yeah ABC logic but for Grindewald we have no feat, just portrayal.
Voldemort being too arrogant, too sure of himself, may also cause his downfall. Grindewald is probably similar but Voldemort is so extreme in his confidence and arrogance. Grindewald just needs to control his emotions a little better.
Without Elder Wand for Grindewald then Voldy win (even without Elder Wand. He never have Elder Wand true power). Probably around high diff.
Horcruxes are useless in fight, in pure 1 vs 1, they prevent you to be completly killed.. But being defeated doesn't mean being killed, Dumbledore defeated Grindewald but he didn't killed him (btw Grindewald even outlasted Dumbledore lol).
