The thing that most people dont understand is that Oda isnt thinking in 1vs1 terms when writing a story.
Mihawk is a lone wolf and as such his threat level is quite low because one guy can be dealt with no matter how strong he might be.
Numbers of forces one commands matters. 1vs1 is an unrealistic scenario in the world of One Piece most of the time.
The encircling walls of Marineford werent used to stop Whitebeard from entering the plaza, it was used to stop his forces.
Kaido didnt stall Oden for 5 years until he got stronger than him but until he could outmatch the combined Oden forces with Hyogoro's forces(he slowly eliminated Hyogoro and his forces).
If you expect Mihawk to be treated the same as someone who commands large numbers you are misunderstanding the importance of the numbers which are important in the world of One Piece. When a powerful lone wolf appears, he is recruited as Warlord, it happened with both Mihawk and Weevil even tho it isnt the only requirement to join the Warlords but in their cases it is their individual strength.
Oda has treated WSS just fine, no swordsman has been portrayed better than him, Vista was happy that the strongest swordsman has heard of him. Shanks' can stop an admiral in his tracks. His right hand man Ben could stop another admiral in his tracks. Then take his other top commanders (who too received hype over the commanders of Big Mom and Kaido) and you have Shanks + top commanders stalling 3 admirals. While the rest of Shanks' crew would be still available. And Shanks, as the other Yonkos, has a lot of allies too. Possibly even Elbaf, the strongest country in the world.
