Counting only alive chars:
Mihawk ~ Shanks ~ Fujitora > Old Rayleigh > King ~ Shiryu >= Zoro
Mihawk is obviously the strongest due the title but he edges out Shanks and Fuji by small margin imo.
I don’t know where to place Zoro honestly. He should be atleast High High Tier but i will give Shiryu and King the edge by now. I place Old Rayleigh at Low Top Tier, so he should be above Zoro by a considerable margin. Of course i might change my opinion towards Zoro PL during Wano but by now thats it for me.
