To expand Wano war, Oda used tricky point.
First one is to bring New Generation to Wano.

To be fair, Starving Big Mom was still a very large target and not very mobile.

WW is smaller than Jinbei and, being a Sabretooth, likely very quick on his feet. Jinbei vs WW may well be Stronger vs Quicker.

Besides, with how the Calamities are portrayed with their bounties in comparison to the Sweet Generals, I would not be surprised if:

- WW has a bigger bounty than Smoothie
- Maria has a bigger bounty than Cracker
- Sasaki has a bigger bounty than Peros
- Ulti has a bigger bounty than Snack
- P1 has a bigger bounty than Tamago

This means, Jinbei is likely facing a guy with a bounty twice larger than his own. Jinbei not beating WW right away should then be acceptable.

One of two things need to happen. Either Sanjino justifies the placement through impressive combat abilities.
Or Jinbe will outperform Sanji this arc in other ways, beating more people and participating vs Yonko, for example.
