I) Yes, the webcomic and manga are different.

II) The manga is drawn by a different bloke with permission from the original creator of One Punch Man.

III) Don't know how much differences there are.

IV) Because it was popular.

No it's the same story but drawn by another guy
One ( the author ) started publishing the webcomic online for a few years and after it got pupular because of it's hillarious comedy they decided to have a manga adaptation of it by Murata who is one of the best artists in the manga industry

The manga is excellent up to the middle of the Zhao invasion arc. There's still the problem that everything connected to Kyoukai and Houken is BS, but that's still manageable, at least until then. But starting from the second half of the ZI arc Hara has blundered quite a bit imho. The last year killed most of my enthusiasm towards Kingdom. We'll see if it improves again.
