No because bounties are based on perceived threat to the WG.
Dragon is the most wanted man because he's taking countries off of the WG meaning they're losing money and causing an uprising and Imu is having to personally gey involved.
Luffy will be a perceived threat after egg head so he should have at least have top 5 bounty in the verse

Simple and straight to the goal, if you don't understand bounties after this post, you won’t get it at all.
I would also add that zoro is most likely getting a bounty increase since he would be perceived as a bigger threat soon as government knows about his shimotsuki stuff + ryuma.
Same goes for robin, closer SHs get to laugh tale, the more dangerous she becomes.

So the Seraphims who were created for the sake of replacing warlords and Saturn a huge end game figure appearing now just so he gets defeated and go back empty handed! Do you see how dumb this sound? If yes, then wake up and think about the plot.

You presented goals for a character and automatically assumed they reach their goals.
You also assume that Saturn will go back.
You also are fixated on your Kizaru will win fetish right after he got one shot. You are completely impervious and oblivious to the reality of the situation.

People are forgetting what bounties are really for, it’s primarily used as a narrative hype tool. It is mostly associated with PL (of course with nuances), active threat level, and achievements. If the bounty increase post-EH is low then it just means that Oda doesn’t want the readers to think that Luffy has surpassed Shanks, BB, or Dragon in overall narrative hype.
If you ask me, the reason for that is mostly in the context of power levels since Luffy should be ≤ these guys (in strength) moving forward.

Yeah Saturn is coming back. He has to take the Seraphims otherwise their existence and purpose of being created was pointless all along. No one has more authority over seraphims besides Saturn so he would get back with them. Expecting Luffy defeating Kizaru then having the strength to fight another top tier back to back is the definition retard way of thinking. Luffy isn’t gonna be magically healed to 100% nor does his crew have the power to take on a top tier without their captain.
