I mean, im not saying it HAS to be Luffy, but it being Teach makes little sense to me because:

1. We've known for years Shanks and Teach hate each other
2. Why would Oda hid the name of the pirate if Teach is the obvious choice

It just makes little sense as an author to lay out the obvious and then NOT specify the obvious if it IS in fact the obvious lol.

Also, why would Shanks just now be snitching to the Gorosei about Teach? Teach hadn't done anything of note ever since taking over Hachinosu, so why would Shanks wait until Reverie to warn the Gorosei about him? However, Luffy had just achieved a massive W against YC1 Katakuri, bested the BMPs, and was now being called the 5th Emperor by some people. This would provide Shanks with a rationale to finally warn the Gorosei about Luffy
