I mean, im not saying it HAS to be Luffy, but it being Teach makes little sense to me because:
1. We've known for years Shanks and Teach hate each other
2. Why would Oda hid the name of the pirate if Teach is the obvious choice
It just makes little sense as an author to lay out the obvious and then NOT specify the obvious if it IS in fact the obvious lol.

We know Aokiji was with them, so why keep it a secret for hundreds of chapters (and even hinting at the end of DR) if the answer was the most obvious and the one we had since day one?
Because Oda likes building up tension anytime, anywhere, even if there is no real reason to do it in the first place.
Also, admitting he had a plan, because that was not the perfect moment to highlight that information: the perfect moment came at Hachinsou, where Aokiji's new "choice" was exalted in his FB and his fight with Garp;
2) also, since that dialogue was after we learned the first thing about Rocks, imho what Shanks wanted to say about Teach was not some generic bullshit along the lines of "he is worrisome, so do something".
Instead, I think Shanks wanted to reveal Teach's connection with Xebec, in some way. A connection that we ourselves have caught, but without the specific and in-manga this is still a piece of totally new information.
That was also because his dialogue was left like that. It will be a confirmation/new information even for us.
