Usopp is clearly one of if not the most wasted and underdevelopped of the Straw Hats, and Oda can never be consistent with him, frequently undoing his character development and making him revert to his cowardly and butt monkey ways.

Post Timeskip started around chapter 600~ and has gone on for 470~ chapters. In that time frame, Usopp has done two things; Stop Sugar and free the toys and KO Sugar a second time.
