Yes.

He's had one nice speech.

Got his ass beat then "won" off a gag

Unlocked Observation Haki in 758 & ain't seen that shit since.

Had a nice sniper feat right after.

That's it.

*salt on the wound* we watched his ass do nothing of real value for 4 whole damn years.

Ussop is worse than a fodder character right now.

Literally. Ussop fails to defeat even 1 fodder in Wano.
Izo died because of Usopps uselessness.

well for me no i think the purpose of the 2 year time skip is to train their body really hard to the point that they wouldnt get one shot like what happen before., and now the purpose after that is to imrpove their spirit their will to continue.

spirit/will has a lot of meaning, you know haki, courage, strength, durability, will this all are one, New World and the strawhats is about how they would able to unlock all of these slowly

annd how all these things combined will able to make them achieve their impossible dreams

i think you cant make ussopp that opier easily, it would ruined the whole story, the best time for him to become strong is when one of the strawhats is really need his help. Like the time he saved the strawhats from perona or sugar
How would having usopp strong ruin the story. He's done everything necessary to become strong. Having him stay stunted and staying the same after so many adventures is an insult to the story. Even Nami may not have gotten physically stronger by much but the weapons that Usopp builds her make her actually more useful than himself. It makes no sense and it's bad writing. An American audience would have said that along time ago but they don't care about Usopp in Japan.
