I think there is a specific reason why Gege chooses to stop at this specific number. Can't back it up for now with statements because there are none. My pure headcanon.
But It will work similarly to how it worked in Black Clover for specific villains.
I will try to make this spoiler-free. Certain villains in BC have % power boosts and they top at 65 or 70 at the beginning. Then noted by the main heroine of the series ( she fights one ) 1% jump is a humongous power jump.
I think Gege will do similar shit here. Not saying it will look exactly like this but from now on. 15 Fingers sukuna. Jumping one finger at the time will grant him a massive boost in power and he will peak at 20 fingers where of c he will be released and at full power.
